Operational for what? The future of the guard and reserves

Since the end of the Cold War, the National Guard and Reserves have been transformed from a strategic to an operational force because of the demands of U.S. military involvement in Haiti, Somalia, Bosnia, Kosovo, and—most significantly— Afghanistan and Iraq. While still providing strategic depth in the event of a major war, the often derided "weekend warriors" of yesteryear have been replaced by men and women who join the Guard and Reserves knowing full well that they will participate routinely and regularly in ongoing military missions.
