Federal grants aim to improve absentee voting

State and local election officials may apply for grants to research and develop electronic options for improving absentee ballot voting for military and overseas citizens, under a new $15.5 million program announced by the Defense Department. The program, called Electronic Absentee Systems for Elections, is a Federal Voting Assistance Program initiative to overcome the main problem faced by military and overseas voters cited in 2008: ballot transmission. Election officials reported the most common reason that ballots from military and overseas citizens are not counted is that ballots are received after the deadlines.
