Councillors take $250,000 from daycare budget to help poorest of the poor

Services for Ottawa's neediest people won't be cut quite as badly as the city and provincial governments had planned, after a vote by city councillors to put $250,000 extra into the city budget for them. Nobody was happy in City Hall's main committee room. The money is a patch on a $2.5 million problem in the city's $211 million social-services budget, which is mostly underwritten by the provincial government. The way it's supposed to work is that the provincial government funds social programs and the city just administers them. In practice, it means the province can cut social spending and make the city take the heat, which is what happened recently — exactly as it did in the 1990s when the provincial Progressive Conservatives decided to spend less on the poor. more
