Legislation seeks to reform design-build contracting

House Small Business Committee Chairman Rep. Sam Graves (R-MO) and a bipartisan group of members of Congress have introduced the Design-Build Efficiency and Jobs Act of 2013, H.R. 2750. While preserving the Brooks Act qualifications based selection (QBS) process, the legislation would significantly improve federal project delivery procedures and increase taxpayer value by requiring agency heads to better justify and report when their agencies short-list more than five finalists on a specific project in the two-step process. The bill would also limit the use of single-step design-build to projects that are less than $750,000. In addition to Rep. Graves, the current list of co-sponsors includes Reps. Connolly (D-VA), Farenthold (R-TX), Hanna (R-NY), Herrera-Beutler (R-WA), Meadows (R-NC), Meng (D-NY), Mulvaney (R-SC), Schrader (D-OR), and Terry (R-NE). more
