NAPT would appreciate your help

NAPT's Region 2 Director Barry Sudduth will be representing you in an upcoming roundtable discussion with the U.S. Department of Transportation's Federal Motor Carrier Safety Administration (FMCSA). He would appreciate very much your feedback/answers to the following questions:
  • Do you always/sometimes/never utilize a private sector service provider when planning a school-sponsored activity trip?

  • Who makes the decision to hire/retain a private sector service provider?

  • Who determines which one you hire?

  • Who is responsible for checking the DOT safety rating assigned to the carrier? When and how?
    Do you verify the vehicle registration prior to the trip? When and how?

  • Does a representative of the local education agency inspect the vehicle before it leaves the pick-up/drop-off location?
    If so, who does the inspection?

  • What is your policy on overbooking and/or subcontracting by the carrier?
    If your permit the carrier to subcontract, who reviews the list of companies that are used as subcontractors?

  • Do you have a requirement on how often and on what schedule a carrier must provide driver's license or Department/Registry of Motor Vehicle records for its drivers?
    If so, what is the requirement?

  • Who is responsible for arranging any handicap or wheel chair accommodations for your students with special needs?

  • Do you have a policy on making changes to the contract and/or itinerary?
    If so, please provide details.
    How is the cost of the trip determined? e.g. hourly, mileage-based, fixed or other.

  • What is your policy with regard to:
    Permits?
    Road tolls and/or taxes?
    Special accommodations of/for the driver?
    Gratuity?
