Federal Property Inventory Legislation Nearing Approval

The Senate was headed to approve a bill creating an improved federal property inventory prior to adjourning for the year. S. 1398, Federal Real Property Asset Management Reform Act of 2013 was slated for final approval in late December. A similar bill had previously passed the House unanimously. The bill does not go as far as the NSPS-supported Federal Activities Inventory Reform (FLAIR) Act, H.R. 916, but does improve the accuracy of the federal land inventory. Unlike the FLAIR Act, S. 1398 defines real property as "buildings" and thus does not include land holdings of agencies such as the Bureau of Land Management and Forest Service. The inventory will not be in a GIS, so properties can be easily located and information about each tract of land can be examined. There is no requirement that the inventory be available to the public on the web. And the bill does not address the problem of the hundreds of stove-piped inventories many agencies now maintain at a cost of hundreds of millions of dollars per year. more
