A New Hampshire lawmaker wants to expand a business tax to cover nonprofit hospitals, colleges and other groups that charge for their services. Rep. David Hess, a Hooksett Republican, proposes expanding the state’s business enterprise tax on wages, interest on debt and dividends to include large nonprofits. Hess said his bill exempts churches and other religious institutions, but not religious hospitals or colleges whose primary mission is to provide a service for a fee. He also would exempt foundations, most volunteer service organizations and smaller charities. more
