Ontario's MVIS program to move to contractual model with third party administrator

MTO has been reviewing the Motor Vehicle Inspection Station (MVIS) program and considering the feasibility of alternative delivery models as a means of improving consumer protection and increasing public and road safety. Stakeholder consultation (which OMCA participated in) indicated broad support for an improved delivery model. Last Monday, legislation was introduced to enable changes that will modernize the MVIS program. These legislative amendments are required to move the current MVIS licensing scheme to a contractual model, to allow the program to be administered by a third party and to make additional program improvements. The legislation, if passed, would allow a third party contract administrator to take the lead in administering the program through the use of various contractual remedies while the Ministry will retain overall accountability for the program. MTO will continue to consult with OMCA and other stakeholders as they develop and define the necessary detailed business requirements. more
