House committee releases P3 report, moves Amtrak reauthorization bill

The Committee on Transportation & Infrastructure of the U.S. House of Representatives released a report on public-private partnerships (P3s) across all sectors within the committee’s jurisdiction including surface transportation, aviation, public buildings, water systems and treatment, and ports and inland waterways. The report was drafted by a bipartisan working group of committee members and seeks to balance the needs of both the public and private sectors utilizing P3s as a financing tool.

Committee leaders noted that the findings from the report would be incorporated in the future legislation under the committee’s jurisdiction, as well as shared with the House budget and tax committees.

The committee also approved the "Passenger Rail Reform and Investment Act of 2014" (PRRIA), to reauthorize Amtrak for four years and provide further reforms to passenger rail service. The bill, H.R. 5449, would change Amtrak's funding system to reinvest profits from the heavily-traveled Northeast Corridor on that segment, thus making it more difficult for Amtrak to subsidize the rest of its money-losing national network. The bill would also reduce the current annual authorized funding levels for construction by 40 percent, to $700 million. more
