As recently as his State of the State address last month, in a speech aimed at a national audience, Gov. Chris Christie took credit for wiping out an $11 billion structural deficit after taking office. "Five years ago we faced massive consecutive budget deficits: $2 billion for fiscal year 2010 and a projected $11 billion the next year on a budget of only $29 billion.
