House highway bill endorsed by Congressional panel; Short term extension introduced

House Committee on Transportation and Infrastructure Chairman Bill Shuster (R-PA) not only released H.R. 3763, the "Surface Transportation Reauthorization and Reform (STRR) Act of 2015", but successfully won approval last week by the Committee. In order to compare the House and Senate efforts to date on the Highway Bill, a Congressional Research Services (CRS) report found at least four significant differences between the House and Senate bills that will need to be reconciled. In addition to the approaching deadline (October 29, 2015) of the expiration of the most recent short-term extension, Chairman Shuster introduced another short-term extension through November 20, 2015, H.R. 3819. Section 1302 includes a necessary, bipartisan extension of the deadline for implementation of Positive Train Control technology. Rep. John Garamendi (D-CA) had drafted and filed an amendment to repeal current law provisions requiring qualifications-based selection for architecture, engineering, surveying, mapping and related services. NSPS government affairs consultants, working with COFPAES, and other organizations, opposed the amendment and Rep. Garamendi ultimately withdrew his amendment. more
