P3 Contract Approach Benefits Arizona's Largest Ever Highway Project

The Arizona Department of Transportation (ADOT) has announced the consortium that has been awarded the largest highway project in the state’s history, and the first to be procured under Arizona’s public-private-partnership (P3) statute. Located in the Phoenix metropolitan area, the Loop 202 South Mountain Freeway is also ADOT’s first design-build-maintain project. The Fluor Corporation’s joint-venture (JV) team will provide design, construction and maintenance services for 22 miles (35.4km) of Loop 202. The Fluor-led JV, ‘Connect 202 Partners’, is a design-build and maintenance partnership comprised of: Fluor Enterprises Inc.; Granite Construction Co; Ames Construction Inc.; Parsons Brinckerhoff Inc. (PB), as the lead designer; and DBi Services, as the joint maintenance partner. Fluor and DBi Services, will maintain the lanes for 30 years, with oversight from ADOT. more
