Worker incentives derail manufacturing tax breaks in Annapolis

A debate over incentives for workers appears to have taken the steam out of a push to give Maryland manufacturers tax breaks during this year's General Assembly. The issue of manufacturing tax breaks vaulted to prominence when Gov. Larry Hogan proposed the idea during his January State of the State speech. The Republican Hogan pitched a plan that would have, among other provisions, eliminated corporate income taxes for 10 years for manufacturers locating in certain Empowerment Zones, including Baltimore City. more
