'Second Chance 2.0' needs more support in House

Gov. Malloy's "Second Chance Society 2.0" legislation needs to gather more support in the House of Representatives if it is to come to a vote this year, Speaker of the House Brendan Sharkey said recently. Sharkey, D-Hamden, said that with 18 of 21 Democratic senators in favor of it, the bill seems destined for a tie, 18-18 vote that would be broken by Lt. Gov. Nancy Wyman. But in the House, where the budget passed by a slim 74-70 vote, it might be a tougher sell for Malloy, in an election year where some Democrats are concerned that they could be portrayed as "soft on crime." more
