Who should pay for roads to schools?

Rep. John Torbett noticed what he considered a disparity when it came to the party footing the bill for road improvements when counties across the state built new schools. State policy left the responsibility for road improvements — whether it was adding a turning lane, putting in a traffic signal or making another such upgrade — to counties, the government agency responsible for building schools.
