Malloy says 39 percent fewer people jailed for drug possession

Gov. Dannel P. Malloy is crediting his Second Chance Society bill that was passed last year for reducing by 39 percent the number of people jailed for drug possession, as well as ensuring they are reintegrated into society, which lowers recidivism rates. The bill, which took effect Oct. 1, was designed to continue to reduce the state's crime rate by trimming the penalty for possession of drugs from a felony, which carries a seven-year maximum sentence, to a misdemeanor with a maximum of one year. more
