Senate negotiators failed to reach a deal on legislation to extend government funding past the November election. With a deal still out of reach on Thursday, Senate Majority Leader Mitch McConnell (R-Ky.) introduced a partisan version of the bill that most Democrats oppose because it doesn’t include funding to address the water crisis in Flint, Mich.
