'Historic' NJ law allows no bail in certain criminal cases

Attorney General Christopher S. Porrino issued a new directive that provides detailed guidance to prosecutors and police for handling dangerous criminals who, for the first time in state history, can be held without bail. The "historic" amendment to the state Constitution also eliminates cash bail in most cases, which Porrino said hurts poorer defendants who remain jailed on minor charges even when the bail is low. It also mandates speedy trials. more
