EPA memo outlines plans to defund lead-paint program

The Environmental Protection Agency would strip the lead-paint program of its funding effective Oct. 1 and shift financial responsibility to states and local entities, according to an internal document from senior EPA officials. The memorandum issued March 21 by David Bloom, EPA's acting chief financial officer, was obtained by The Washington Post and served as the foundation for the newspaper's March 31 story about the Trump administration's plans to cut EPA's budget by 31 percent, eliminate 25 percent of its personnel, and get rid of more than 50 programs. more
