Veto Session

from Prepared by: Dodie Wellshear, Ad Astra Government Relations

The legislative Veto Session began Monday, May 1, and the heaviest lifting of the session lies before Kansas’ policymakers. They must: pass a balanced budget for fiscal years 2018 and 2019; craft a new school finance formula that passes Supreme Court muster; and, finally, raise enough revenues to meet both the $500 – 540 million contained in House and Senate budget proposals and increases to adequately fund school districts.

Coming in, legislators had 14 days left in their statutory 90-day session, although it’s highly unlikely they’ll achieve that target. Earlier in the session, some legislative leaders predicted a 100-day session and many are questioning whether that marker will be achieved. Of course, it all depends on finely-tuned negotiations between parties and factions coming together behind the scenes to draw needed votes to make all of these issues come together. more
