Pueblo's overcrowded jail is the worst of a statewide problem in Colorado

On the third floor of the Pueblo (Colorado) County Jail, Detention Bureau Chief Jeffrey Teschner leads the way to a small cell in a wing for women. The room is meant for a single inmate. In Pueblo, almost all of the cells like it hold three people. Two women bunk against a wall. The third is said to "roll on a boat," meaning she sleeps on the floor on a blue plastic cot. "This is the standard," Teschner says. "This is the triple bunking right here." more
