In a surprise announcement, sending a blow to his party’s chances of holding the majority, House Speaker Paul Ryan announced his retirement from Congress following the 2018 elections. Now jockeying has begun between House Majority Leader Kevin McCarthy and Majority Whip Steve Scalise to replace Ryan. Though Whip Scalise has said he will not challenge McCarthy for the position, the palace intrigue now shifts to McCarthy versus Ryan, with some urging the Speaker to retire sooner than January 2019.

Fourteen federal agencies, including the Energy Department, Environmental Protection Agency and Federal Energy Regulatory Commission, signed an agreement to implement an executive order and set a goal of a two-year deadline for all federal environmental reviews of major infrastructure projects under the National Environmental Policy Act. more
