Study: Army's NCO promotion criteria fails to gauge leadership qualities

The Army's promotion criteria for noncommissioned officers falls far short of assessing whether these enlisted leaders will be successful at mentoring and training their soldiers, a recently released found. "The Army promotion process is not actively identifying effective leaders, and the promotion point process is largely not consistent with identifying soldiers with the Army-defined characteristics of effective leaders," Rand Corporation concluded in its study, "The Value of Experience in the Enlisted Force." Subpar NCO leadership is directly linked to attrition rates of junior enlisted soldiers, which comes at a financial cost to the Army because recruiting and training a single soldier costs roughly $60,000, the study said. more
