Forty years ago, there was no such thing as a government shutdown. When appropriations lapsed, agencies halted new business but continued with their existing responsibilities, confident that Congress would eventually fund them. Depending on the length of the shutdown, federal employees might have gotten paid late, and GI Bill checks and housing subsidies may have been delayed. But most business continued. more
