Recognizing and Celebrating April as National Bilingual/Multilingual Learner Advocacy Month

from NABE

Dr. Yee Wan, Director, Multilingual & Humanities Education Department, Santa Clara County Office of Education and Past NABE President.

According to the U.S. Department of Education, in 2014-2015 there were nearly five million bilingual/multilingual learners in the U.S. Thirty-six states and the District of Columbia adopted the Seal of Biliteracy for recognizing graduating seniors who have demonstrated proficiency in a language in addition to English. NABE's advocacy efforts resulted in the passage of House Resolution 690 – Recognizing and Celebrating April as the National Bilingual/Multilingual Learner Advocacy Month. This is a great opportunity for a national effort to highlight the language and cultural assets bilingual/multilingual learners bring to school, celebrate advocacy efforts and advocate for bilingual/multilingual learners and their families.

These are some ideas for communities across the nation to introduce to celebrate during the advocacy month.

School Board Members and Superintendents
  • Adopt resolutions that recognize National Bilingual/Multilingual Learner Advocacy Month, Pathway to Biliteracy or Seal of Biliteracy awards
  • Host English learner reclassification celebrations
  • Host recognition celebrations for families and school partnerships
  • Examine the California English Learner Roadmap Policy
Teachers Parents
  • Invite parents to share their family's immigrant history and stories
  • Host a parent-led event and have parent leaders present their expertise to other parents
  • Host a recognition reception to honor parent or community members for their contributions
Students
  • Invite students to share why they are proud to be bilingual/multilingual at a school assembly
  • Invite students to use poetry, visual or media arts to share stories related to their names, identities and family history

The Santa Clara County Office of Education invites you to join thousands of schools nationwide in celebrating National Bilingual/Multilingual Learner Advocacy Month in April 2019. The theme for Santa Clara County is "Celebrating Language and Culture."

During the month of April, selected schools will open their doors to members of the community and other educators to provide a firsthand look at instruction for bilingual/multilingual learners in the classroom. Students will have the opportunity to submit artwork that demonstrates their understanding of "Celebrating Language and Culture." As a culminating activity, we will host a showcase on Thursday, April 25, 2019 from 4-7 pm to honor students, and champions of bilingual/multilingual learners and their programs in these areas:
  • Dual Language Programs: Seal of Biliteracy and Pathway Awards
  • Achieving Language and Academic Success
  • Diversity and Global Education
  • Parent and Community: Leadership and Engagement
This showcase will spotlight district or school teams' advocacy efforts in valuing and affirming bilingual/multilingual learners and their families. Presenters include students, parents, teachers and administrators. Please encourage your staff, parents and students to join this celebration. To register, visit http://bit.ly/sccshowcase2019.

Special gratitude is given to Mr. Jose A. Viana, Assistant Deputy Secretary of Education and Director, Office of English Language Acquisition, U.S. Department of Education who will provide a recorded video for this celebration. more
