DHS announces National Threat Evaluation and Reporting (NTER) Program

The National Threat Evaluation and Reporting (NTER) Program has been initiated to enhance the reporting of tips and leads associated with potential mass casualty events and incidents of targeted violence in the United States. This program will advance DHS’ partner’s ability to identify, evaluate, and report/share tips and leads associated with emerging threats, including those associated with potential mass casualty incidents, school/workplace violence, in addition to terrorism threats. Furthermore, this effort will directly support the reporting and sharing of tips and leads within the framework of the FBI’s eGuardian platform. Moving forward, the NTER Program will be focused on the following initiatives:
  • Increasing the number of trained personnel through a decentralized train-the-trainer approach that empowers local agencies by providing them with resources and materials to train partners in their area of responsibility,
  • Integrating NTER materials/information into existing training programs from across the federal interagency, and
  • Enhancing the quality of reporting shared via existing platforms.
