AAOE Advocacy Council submits comments to CMS

Led by Chris Duggar, the chair of the Federal Regulations subcommittee, the AAOE-authored comments recommend that CMS make several changes to the proposed rule. Most concerning to the subcommittee was the 10-year look-back period and the severe penalties and administrative difficulties for what could be simple clerical errors. Americans ages 45 to 64 had nearly 116,000 hip replacements in 2009, up 34,000 from five years earlier. The rise is even more dramatic for total knee replacements in the boomer age bracket — up by about 97,000 procedures between 2004 and 2009, according to the American Academy of Orthopaedic Surgeons. HIT policy committee concerned stage 2 has too many measures

As members of the HIT Policy Committee debated the proposed stage 2 meaningful use regulations, many expressed concerns that the rules would require eligible providers to collect data for too many measures. That burden poses problems from the start, said some committee members, noting that the cost of $10,000 per measure for physician practices to have their certified electronic health record systems updated makes the 120 proposed new measures unreasonable. More

    CMS rolls out changes for ASCs

    Major changes are under way in the Centers for Medicare & Medicaid Services system of payments to ambulatory surgery centers and hospital outpatient departments. The CMS 2012 final rule increased payment rates to ASCs by 1.6 percent this year, and rates under the Outpatient Prospective Payment System rose by 1.9 percent. But, in a move that will prove more significant in the long term, CMS has adopted new quality measures for ASCs. More
