    ADVOCACY UPDATE


    House and Senate Adjourn Until After Elections
    AAOE
    Having accomplished much of its September agenda including passing a continuing budget resolution, the House of Representatives and the Senate adjourned Thursday until after the general election in November. Both chambers passed their own adjournment resolutions so neither chamber will have to convene for pro forma sessions during the recess. Constitutionally, neither chamber can recess for longer than three days without the agreement of the other.

Under Medicare's fee-for-service payment system, we were told, physicians have an incentive to perform too many of the wrong kinds of services. As a result, the cost is too high and the quality of care is too low. Instead, we should pay for value rather than quantity, said the reformers. So how well is all that working? Not well at all it turns out.

    Pressure mounts for Medicaid and Medicare physician payment fixes

    Doctors have long-held a prominent lobbying role in Congress. Most of the focus of recent efforts by physician groups revolves around pressing to continue temporary adjustments to several Medicare and Medicaid payment formulas. In November, members of a physician group are planning visits to lawmakers on Capitol Hill to urge an extension — beyond the scheduled year-end expiration — of a temporary Medicaid payment boost for primary care doctors.

    New study reveals differences in payment and income between physicians

    A surprising new study pulls back the curtain on one of the most contentious issues in healthcare: differences in payment and income between physicians who perform operations, procedures or tests, and those who don't. Contrary to perception, the research indicates, the physician payment system is not inherently "rigged" to favor surgeons and other procedure-performing doctors.

    Are bigger hospitals better?

    American hospitals are becoming bigger. Facilities in many markets are following a growing trend of merging to form larger health systems. Many of these systems are growing even larger by acquiring physician practices. The Affordable Care Act encourages collaborations among hospitals and physicians such as these. It rewards them with bonus payments under Medicare for forming alliances known as Accountable Care Organizations that are designed to coordinate care. Effective coordination is often lacking for patients with complex chronic conditions that require treatment from different specialists and institutions.

    Committee hears proposal to put NIH stroke scale in ICD-10
    Health Data Management
    Recently, the ICD-10 Coordination and Maintenance Committee heard a proposal to create an additional code for the National Institutes of Health Stroke Scale, a widely used tool for measuring neurologic deficit and a scoring system for stroke intervention. The ICD-10 Coordination and Maintenance Committee is composed of representatives from the Centers for Medicare and Medicaid Services and the Centers for Disease Control and Prevention's National Center for Health Statistics.

    Report: Digital health startup funding will hit $6.5 billion by 2017

    Annual funding for digital health startups is expected to hit $6.5 billion by 2017, up from $3.5 billion this year, according to a recent Accenture report, MobiHealthNews reports. The report's estimates are based on data from 2,000 digital health startups that raised funds from 2008 to 2013. According to the report, total funding during that time period reached $10.2 billion.
