    Will Breaches Spike with HIPAA Omnibus?

    In the past month, the Department of Health and Human Services has added only a handful of breaches to its "Wall of Shame" website of breaches affecting 500 or more individuals. Most of the 2013 breaches added to the tally so far have been relatively small breaches, at least compared to some eye-poppers of the past.

    President Obama pushed back against Republican opposition to his healthcare law and pledged to make Obamacare work even if it takes the rest of his term. In an afternoon address at the White House, Obama accused GOP critics of trying to kill his reform law without offering any solutions to the long-standing problems of the American healthcare system.

    Meaningful use payments to providers near $17 billion

    During the monthly meeting of the Health Information Technology Policy Committee, the Centers for Medicare & Medicaid Services provided its latest update for the EHR Incentive Programs whose payouts now number close to $17 billion. To date, eligible professionals have received $3.98 and $2.44 billion through Medicare and Medicaid, respectively, and eligible hospitals have received $10.25 billion in EHR incentive payments.

    Administration acknowledges back-end problems on HealthCare.gov
    The Hill
    The Obama administration acknowledged that problems persist on the back end of HealthCare.gov, which transmits applicants' information to insurance companies. In a joint statement with insurers, federal health officials said they were working closely with the industry to "resolve back-end issues between health plans and HealthCare.gov" and would report on their progress at a later date.

    Do patient portals improve healthcare?

    The impact of patient portal use on health outcomes is unclear, according to a systematic review of studies. Moreover, the researchers said, the evidence to date shows that portals are unlikely to have substantial effects on efficiency and utilization of services, at least in the short term.

    CMS issues guidance on tricky meaningful use requirements

    The Centers for Medicare & Medicaid Services issued guidance to healthcare providers highlighting three requirements of Stage 2 of the meaningful use program: clinical summary, patient electronic access and summary of care.

    Hospitals consider paying insurance tab

    As hospitals continue to get squeezed by new Medicare penalties and shrinking reimbursements from private insurers, many are looking for ways to make up for that missing revenue. Some are seeking creative ways to collect on the bad debt incurred from patients unable to pay their bills. A recent letter from Health and Human Services Secretary Kathleen Sebelius suggests that picking up the insurance tab for poor patients may help collecting on bad debt, but experts warn: buyer beware.

    Is this a fair way to pay doctors?

    The Affordable Care Act requires that all individuals, subject to certain limited and enumerated exceptions, obtain "minimum essential" medical insurance coverage. Beginning in 2014, individuals and small businesses will be able to purchase private health insurance — qualified health plans — through competitive marketplaces, which are called "Affordable Insurance Exchanges," "Exchanges," or "Marketplaces." These qualified health plans must meet certain minimum certification standards, such as essential community providers and essential health benefits. The Act also establishes the general requirements for payments to participating accredited care organizations.
