2-midnight rule delayed until September in SGR repeal bill
Healthcare Finance
A recent companion bill to repeal the sustainable growth rate is punting a decision on the controversial "two-midnight" rule into September. The new legislation continues until September a partial delay of the Medicare "two midnights" policy that establishes 48 hours as the threshold for classifying a patient stay as inpatient. The rule was first supposed to take effect in October 2013, then was delayed until September 2014, and again was delayed until the end of March 2015 in last year’s SGR patch.

Kaiser Health News
As they seek to show their governing skills, Republican leaders are nearing votes on the House and Senate budget blueprints, which also include a road map for repealing the health law. Separately, a permanent doc-fix measure moving through Congress could likely face partisan challenges.

FAQ: What's in the house's proposal to fix Medicare's payments to doctors
Kaiser Health News
It's make-or-break time for a Medicare "doc fix" replacement. The House is likely to vote on a proposal to scrap Medicare's troubled physician payment formula, just days before a upcoming deadline when doctors who treat Medicare patients will see a 21 percent payment cut. Senate action could come this week as well, but probably not until the chamber completes a lengthy series of votes on the GOP's fiscal 2016 budget package.

Uncompensated care costs shrink under Obamacare, especially in Medicaid expansion states
Healthcare Finance
Hospital uncompensated care costs were about 21 percent, or $7.4 billion, lower in 2014 due to gains in health insurance coverage under the Affordable Care Act, according to a report released Tuesday by the Department of Health and Human Services. More than two-thirds of the estimated reduction, or $5 billion, was in states opting to expand Medicaid to uninsured low-income adults, according to the HHS.

Affordable Care Act faces more hurdles in coming months
By Rosemary Sparacio
The Affordable Care Act has survived one repeal attempt in the Supreme Court, as well as more than 50 repeal attempts by the House of Representatives and the Senate. However, President Barack Obama's signature legislation faces yet another significant challenge to its existence. In the current case before the Supreme Court (King v. Burwell), a ruling in favor of the plaintiffs this June would essentially cut off the healthcare law's tax credits/subsidies in roughly two-thirds of the states. Additionally, many Americans are still unaware of the penalty that will be assessed for those who have not signed up for coverage by April 15.

Report: $5.7 billion drop in hospitals' uncompensated care due to ACA
U.S. Department of Health & Human Services
In the five years since its passage into law, the Affordable Care Act has and will continue to attract criticism and scrutiny. Whether it is the GOP commitment to repeal the Act or the current Supreme Court case that could potentially undermine the health insurance exchanges, there is no lack of controversy around the ACA. But behind the noise and confusion, there are some major forces at work that are driving new models of care and changing the way we practice, pay for, and evaluate healthcare.
