CMS announces Medicare premiums and deductibles for CY 2015
Centers for Medicare & Medicaid Services
The Medicare Part A deductible — for inpatient hospital, skilled nursing facility and home health services — will increase by $44 in calendar year 2015, to $1,260, the Centers for Medicare & Medicaid Services announced yesterday. The daily coinsurance amounts will be $315 for days 61-90 of hospitalization in a benefit period; $630 for lifetime reserve days; and $157.50 for days 21-100 of extended care services in a skilled nursing facility in a benefit period. The monthly Part A premium, paid by just 1 percent of beneficiaries who have fewer than 40 quarters of Medicare-covered employment, will decline by $19 in CY 2015, to $407. The base Part B monthly premium and annual deductible — for physician and hospital outpatient services, certain home health services, durable medical equipment and other items — will be unchanged for CY 2015 at $104.90 and $147, respectively. The base Part B premium is adjusted upward for higher income beneficiaries.

Senators urge CMS rulemaking to better account for rural care needs
Centers for Medicare & Medicaid Services
A bipartisan group of 34 senators asked the Centers for Medicare & Medicaid Services to better account for the unique circumstances of rural providers in its rulemaking process. Citing problematic policies such as the outpatient therapy supervision requirement and 96- hour rule, they asked CMS to share additional information on how the agency incorporates rural healthcare considerations into the rulemaking process and monitors the impact of final regulations on rural costs and access to care. “The proportion of elderly rural Americans continues to grow, and even small policy changes or incremental payment adjustments have a significant impact on access to care in rural areas," the senators wrote. "...[W]e are committed to ensuring federal policies recognize and incorporate the unique challenges rural providers face." The letter was initiated by Sens. Heidi Heitkamp (D-ND) and John Thune (R-SD) with support from AHA.
