The Secretary of Energy believes that tapping the natural gas resources of the Marcellus shale can help steer the country toward energy independence, and ongoing government research could help tap it safely, he said during a visit to the Pittsburgh region. Pipelines and foreign corporations spurred a surge in the value of mergers and acquisitions in the oil and gas industry in 2011, marking a new phase in the burgeoning U.S. shale boom, according to a report released. Oil and gas companies spent $259 billion buying up other businesses during the year, a 14 percent jump over 2010, research firm Deloitte reported. Though deals largely have been driven by grabs at land for producing oil and natural gas, 2011 saw growing interest in transporting the fuels to markets, said Roger Ihne, principal energy portfolio leader for Deloitte.

Continued investment in shale plays, foreign buyers and private equity capital investment fueled 2011 growth in U.S. oil and gas mergers and acquisitions, according to an analysis of energy M&A activity by PricewaterhouseCoopers. Last year, there were 191 deals with values greater than $50 million, which added up to a total of $186.5 billion, a jump in total deal value from the $138.5 billion during 2010. Driven by 32 deals worth more than $1 billion, average deal size also increased to $977 million, a 38 percent increase from $706 million in 2010.

North Dakota produced a record 152.9 million barrels of crude in 2011, up more than 35 percent from the previous record of 113 million set a year earlier, state officials said. The state is poised to best, within months, California and Alaska, which are the nation's third and second oil-producing states, respectively, behind Texas. Daily production was up to a record 534,000 barrels per day in December.

Canadian Prime Minister Stephen Harper was in Beijing recently signing an agreement and touting his country's growing energy partnership with China. It's good news for Canada, which is rightfully looking to grow markets for its sizeable oil reserves. And it's particularly good news for China, which needs to keep tapping into fresh supplies to feed its growing economy and mounting demand for oil. Unfortunately, it's bad news for Americans, particularly when you consider that one of the main reasons China has become such an attractive market to Canada was President Barack Obama's recent rejection of the Keystone XL Pipeline.

US House panel passes bill requiring more studies of E15 impacts

The U.S. House Science, Space and Technology Committee approved legislation that would require the U.S. Environmental Protection Agency to further study possible impacts of increasing allowable ethanol levels in gasoline to 15 percent. HR 3199, which passed by 19-7, would make EPA work with the National Academy of Sciences to comprehensively assess scientific research on E15 before approving its introduction into the marketplace.

Proposed U.S. Environmental Protection Agency regulations directed at refiners could put several US refiners out of business and place others at a significant disadvantage to overseas petroleum product manufacturers, American Petroleum Institute officials warned. "At the same time, data suggest that the environmental benefits would be modest," API Regulatory and Scientific Affairs Director Howard Feldman told reporters during a Feb. 10 teleconference. API spent much of 2011 opposing an out-of-cycle proposal that would have imposed more stringent ozone standards, and EPA subsequently withdrew, he said.

Independent exploration and production company Devon Energy, which pioneered the Barnett Shale natural gas play in North Texas, is now focused on liquids drilling there while still holding steady on gas production, its CEO said. The independent is producing from 4,600 locations in the Barnett, its largest asset at more than 600,000 net acres, CEO John Richels said during a presentation to the Credit Suisse Energy Summit in Vail, Colorado. The Pennsylvania House of Representatives approved the Marcellus Shale impact fee by a count of 101 to 90 votes this afternoon. The legislation would enact a fee on Marcellus Shale drilling. How much producers would be required to pay for each unconventional gas well would vary, depending on the average annual price of natural gas and the point at time in which the well was drilled. According to the bill, 60 percent of the fee would go to the local governments and 40 percent to environmental initiatives statewide.
