When sharing public assets with the private sector, local governments walk a fine line

Public works are not often thought of in terms of free-market profit. The revenues generated from toll roads, parking garages and the parking meters that are fought over at a crowded day at the beach are consistent streams of revenue for municipalities while they serve public needs. However, as an influx of budget deficits sweep the nation, the question of how many of these public works could be more profitable if they are handed over, in part or in whole, to a private entity, is one that more than a few politicians have asked. As construction on the second link of the Expo Line between Downtown Los Angeles and Santa Monica, Calif., is set to begin, a crowd of more than 200 gathered at the Civic Auditorium to review plans and meet the project's contractors. Called a "Design Kick-Off Meeting" by Expo officials, the purpose of the event was to share information and collect public comment as the light railway enters the design-build stages. More

2 OC firms partner on $28 million design-build project

Anaheim, Calif.-based Pinner Construction Co. and Irvine, Calif.-based gkkworks have been tapped by the Los Angeles Unified School District for a $28 million design-build redevelopment project at Dorsey High School. The two companies are teaming up to provide the property owner with design and construction services under a single contract, sharing the financial and logistical risks along the way. More

The unlikely duo of Ronald Reagan and Bill Clinton is featured in a new ad campaign from the American Road and Transportation Builders Association and the American Public Transportation Association. The groups are using the former presidents from opposite ends of the political spectrum to try to build bipartisan support for a six-year transportation spending bill. The radio spot features Reagan making the case for spending more on transportation. More

House chairman sets transportation and housing allocation below fiscal year 2008 level

The House Appropriations Committee announced allocations and schedules for fiscal year 2012 spending bills recently, reducing the amount available to the House Transportation, Housing & Urban Development, and Related Agencies Appropriations Subcommittee to $47.7 billion - a drop of 30 percent compared to fiscal year 2010 and 14 percent compared to the current fiscal year. If enacted by Congress and signed by the president, the allocation by House Appropriations Chairman Hal Rogers, R-Ky., would reduce transportation and housing spending more than $1 billion below fiscal year 2008 levels. House prepares 'backup' FAA extension bill

House transportation committee members filed a "precautionary" Federal Aviation Administration extension bill that would tide the agency over if congressional conferees fail to produce a new four-year authorization before the end of May. If the measure passes Congress, it would be the 19th extension of the existing law since it expired in 2007. It would authorize FAA operations until June 30. More

DOD Tri-Service Design-Build Total Ownership Cost (TOC) Template Industry Forum

The one day forum will be held June 2 at the Hyatt Dulles in Herndon, Va., and will include the full spectrum of design-build providers as well as key Tri-Service representatives involved in the development of the TOC Template. The goal of the forum is to explain the intended use of the TOC Template in DB best value source selections and to identify ways it can be improved to make it more effective and efficient in evaluating the life cycle cost of competing DB proposals. Attendance is geared to principals, project managers, and professionals working on DB projects (i.e. designers and construction managers). We welcome an open exchange, and are interested in having you participate and share your views. Attendance will be limited, so we are requesting that no more than two participants register from firms attending. 

Attendance will be by registration in advance, by close of business May 19.
