    An Introduction to Federal Oil Pipeline Regulation is now available as two videos to download. The primer provides an overview of the federal economic regulation of oil and refined products pipelines. Taught by industry practitioners and regulators from the Federal Energy Regulatory Commission, the course begins with a brief overview of the oil and refined products pipeline industry and then describes key statutes and regulations governing and affecting the transportation of oil and other liquid petroleum products. Instructors explain important legal and regulatory concepts and requirements, pipeline services, the scope and limits of FERC and state jurisdiction and key issues affecting the industry.     FELJ Seeks Sponsors for Annual Reception

    Did you know that the annual reception honoring the FERC Administrative Law Judges is the major source of funding for the Energy Law Journal? Unfortunately, in recent years the Journal has been incurring an operating deficit averaging slightly more than $30,000 per year. This deficit had been covered by funds in an investment corpus that was created from EBA membership dues when the Foundation of the Energy Law Journal was created to fund the Journal’s operations. Current EBA membership dues do not fund the Journal. Ultimately, continuing to publish the Journal with an operating deficit is not sustainable. For the last several years the Foundation’s Board has significantly reduced operating expenses, including transitioning to the electronic distribution of the Journal, and it has begun to look for additional sources of funding, including funding from the annual ALJ reception.

    The Journal is a great resource for all of us in the Energy Bar and related professions so we want to ensure its long-term financial viability. If your firm is eligible to sponsor the reception, please support the Journal by becoming a sponsor. To comply with ethics rules, sponsorship is limited to firms that will not be parties in a proceeding before the ALJs, although the firm may represent a party in a proceeding. Even if you are unable to be a sponsor, you can still attend this popular annual reception honoring the ALJs on May 5th.

    Bills propose big shifts in Michigan energy market
    The Associated Press via PennEnergy
    Michigan would end 15 years of competition in the electricity market and its 10 percent renewable power requirement would be left intact — but not rise — under a rewrite of the state's energy law proposed Thursday by a key Republican. House Energy Policy Chairman Aric Nesbitt of Lawton said guaranteeing Michigan's two dominant utilities 100 percent of sales in their regions would save customers money and ensure the power supply is reliable.

    Should transmission be another building block for EPA's climate plan?

    U.S. EPA's proposed Clean Power Plan, with its four building blocks for reducing carbon emissions, is missing a fifth one — transmission lines. So say advocates of an expanded high-voltage power grid that could create more pathways to replace generation from the coal-fired plants that would be retired under the CPP.

    European energy firms seek to escape tougher regulation

    European power and gas traders fear that a raft of new regulations thought up after the credit crisis and gradually applying to their sector could raise compliance costs and hamper liquidity by putting off new entrants into the market. Their concerns focus on the future definition of forward contracts and of traders' hedging activities, as well as risk and equity capital requirements under the Markets in Financial Instruments Directive (MiFID) and other incoming regulation.

    Ameren, others prepare grid for wind energy

    It’s the biggest project Ameren Corp. has undertaken since the construction of the Callaway nuclear plant more than 30 years ago. With a price tag of $1.4 billion and a footprint that stretches 380 miles, the Illinois Rivers power transmission line will take four years to complete. But the St. Louis-based utility’s transmission line project is but a small piece of a much larger trend. Not only does its subsidiary Ameren Transmission have two other large transmission projects, other utilities and independent transmission developers are investing more billions of dollars in the nation’s grid.
