Do you have a topic in mind that you would like to see covered in one of the Energy Bar Association national meetings? If so, the EBA Programs & Meetings Committee wants to hear from you!
What do you want to hear more about? Are you aware of emerging trends with broad industry appeal? Did you attend the previous Annual Meeting and/or Mid-Year Meeting and feel as if a topic was missing? If so, please take a moment to click on the survey link below and submit a short paragraph proposing a topic of interest on or before December 22, 2014. If you have time, include in your submission a sentence explaining the types of speakers (attorneys, business persons, consultants, etc.) you would like to see on a panel or as a keynote.

EBA Primer Series: An Introduction to Federal Oil Pipeline Regulation
EBA will hold its fourth program in the EBA Primer Series…An Introduction to Federal Oil Pipeline Regulation in Houston, TX on January 26-27, 2015. The goal of this primer is to provide an overview of the federal economic regulation of oil and refined products pipelines. Taught by industry practitioners and regulators from the Federal Energy Regulatory Commission, the course begins with a brief overview of the oil and refined products pipeline industry and then describes key statutes and regulations governing and affecting the transportation of oil and other liquid petroleum products. Instructors explain important legal and regulatory concepts and requirements, pipeline services, the scope and limits of FERC and state jurisdiction and key issues affecting the industry.
The Changing Face of Solar Energy: Developments in Solar Investment and Finance
On Tuesday, December 2, 2014 - 2:00pm to 4:00pm ET, the EBA Renewable Energy Committee is planning to hold a panel discussion. Panelists will examine the evolution of the solar industry, with a focus on financing and investment. Curious about what different financing structures and arrangements, such as securitization and yield co’s mean for the practitioner and the industry? Or, what markets are untapped in project finance? What role will green banks play in furthering the development of solar? What to expect for the ITC and other tax matters as we transition into a new Congress? What types of legal and regulatory changes we may see in the future? This seminar will be held in three locations: DC, NYC and CA and available by teleconference.
Reception to honor Commissioner Norman C. Bay
On December 3, 2014, the EBA will hold a reception in honor of Commissioner Norman C. Bay, who was recently sworn in to his first term at the Federal Energy Regulatory Commission. For five years prior to his confirmation, Commissioner Bay served as the Director of FERC’s Office of Enforcement. Commissioner Bay has also previously served as a Professor of Law at the University of New Mexico School of Law and as the U.S. Attorney in the District of New Mexico. This is a great opportunity to "mix and mingle" in an informal setting with the Commissioner and fellow EBA members. We hope to see you there!
Monthly Happy Hour — All are welcome!
The Young Lawyers Committee welcomes new and seasoned practitioners alike to its December happy hour and invites EBA members to bring a friend! The next YLC happy hour will be held at PJ Clarke's, 1600 K Street Northwest, Washington, DC 20006, on Thursday, December 4, 2014 from 6:00 p.m.-8:30 p.m. We will be co-hosting with WCEE this month, so come out and make some new connections. We look forward to seeing you there!
If you can't make it this month, beginning in the New Year, the YLC will return to its regular schedule of monthly happy hours held on the third Thursday of the month. We hope to see you in both 2014 and 2015.

Broadway, Ste. 310, Billings, MT. The program includes an overview of federal and state air regulations and actions affecting O&G development in the Rocky Mountain Region. Discussion will include air quality attainment issues, regulations affecting flaring, and environmental enforcement activities. Teleconference participation is offered.
Critical Infrastructure Physical & Cybersecurity: Electric Industry Issues & Insights
On Tuesday, December 9, 2014, 12:30pm to 2:00pm ET, the Energy Bar Association’s Electric Regulation Committee and System Reliability & Planning Committee will present this seminar on Critical Infrastructure Physical & Cybersecurity: Electric Industry Issues & Insights. Evidence of vulnerabilities to the U.S. power grid from physical and cyber threats has increased exponentially over the past several years, including high-profile cyber-intrusions into internet-facing critical infrastructures and the April 2013 sniper attack on a transmission substation in Northern California. Such events have prompted FERC, NERC and the electric industry to take steps to enhance physical security and cybersecurity measures for the most critical Bulk-Power System facilities, with the goal of reducing its overall vulnerability to such attacks. For instance, FERC recently approved NERC’s Critical Infrastructure Protection (CIP) Version 5 to protect utilities’ cyber-assets and systems. FERC has also proposed to approve NERC’s standards addressing physical security threats to the grid. These initiatives, however, raise important questions regarding the difficulty and cost of implementation. Panelists will discuss these and related efforts, their implications for industry, as well as their attendant costs.
