    INDUSTRY HIGHLIGHTS

What's the fate of state clean energy laws?
    National Journal
Twenty-nine states and the District of Columbia now have renewable-energy standards on the books, laws mandating that the states generate a certain amount of renewable energy by a set date. The laws have become a leading driver of clean-energy investment in the U.S. But free-market organizations have attacked the standards as interference in the free market and criticized them for raising energy prices.

    The Hill
The Environmental Protection Agency is entering the homestretch on President Obama’s landmark climate regulation aimed at curbing carbon pollution from the nation’s existing power plants. The public comment period will wrapped up Dec. 1, meaning the agency will have to sift through the unprecedented amount of feedback as it tweaks, revises and polishes the rule to finalize it by summer 2015.

German renewable energy law passes final hurdle at EU
    PV-Tech
Germany’s amended renewable energy laws were granted state aid approval by Brussels on Nov. 25, the final political hurdle to their adoption. The bulk of the changes were unlikely to conflict with EU rules with the majority approved in July, but issues over imported energy and reductions granted to large energy users had created friction.

Paperless and efficient: The future of the energy industry
    Breaking Energy
The energy industry is in the midst of a digital renaissance, thanks to the union of mobile devices and real-time intelligence. The latter enables providers of propane, butane and home heating oil to streamline operations, save money and transform the way they do business. Bill Stomp refers, specifically, to that elusive ideal known as — that seemingly too-good-to-be-true promise of — the paperless office, where drivers can deliver and confirm receipt of fuel, sign online files and seamlessly upload their workflow without printing a single document.

Critical Infrastructure Physical & Cybersecurity: Electric Industry Issues & Insights
    EBA
On Tuesday, December 9, 2014 - 12:30pm to 2:00pm join the Energy Bar Association’s Electric Regulation Committee and System Reliability & Planning Committee as they present this seminar on Critical Infrastructure Physical & Cybersecurity: Electric Industry Issues & Insights.

Evidence of vulnerabilities to the U.S. power grid from physical and cyber threats has increased exponentially over the past several years, including high-profile cyber-intrusions into internet-facing critical infrastructures and the April 2013 sniper attack on a transmission substation in Northern California. Such events have prompted FERC, NERC and the electric industry to take steps to enhance physical security and cybersecurity measures for the most critical Bulk-Power System facilities, with the goal of reducing its overall vulnerability to such attacks. For instance, FERC recently approved NERC’s Critical Infrastructure Protection (CIP) Version 5 to protect utilities’ cyber-assets and systems. FERC has also proposed to approve NERC’s standards addressing physical security threats to the grid. These initiatives, however, raise important questions regarding the difficulty and cost of implementation. Panelists will discuss these and related efforts, their implications for industry, as well as their attendant costs. Teleconference and on-site options available.
