In the September/October editorial, I wrote that the Dallas Morning News had reported that the city of Dallas would not cut code enforcement departments in balancing the budget. It was my impression from that article that “building inspectors--electrical, plumbing, mechanical, and building—and fire inspectors were specifically singled out as those that would NOT be cut.” Unfortunately, this information was incorrect. In section 250.52(A)(2) of the 2005 and the 2008 editions of the National Electrical Code (NEC), the metal frame of a building or structure is considered to be a grounding electrode if the metal frame is connected to earth by one of four different methods. Upon analyzing the four different methods, many electricians’ question whether the four methods provide an appropriate connection to earth. Electric Shock for Welder Prompts HSE to Encourage Maintenance

The Health and Safety Executive (HSE) is calling on factory owners to regularly maintain their electrical systems after an incident at a Whaplode, Lincolnshire, England company. Stewart Baxter, 24, from Holbeach, suffered an electric shock while connecting a portable welder to an extension cable at D A Green & Sons Ltd., Baxter was sent to hospital and required a week off work for burns to his fingers after the incident in 2008. Boulder, Colo., is First 'Smart Grid' City in the World

Xcel Energy Inc. said it has finished building the infrastructure and has launched the software needed to run its "SmartGridCity" project in Boulder, Colo., making it the world's "first fully functioning smart grid enabled city." California Lawmakers Pass Tougher Clean Energy Goals
