    A free-trade agreement between the United States and Europe, elusive for more than a decade but with a potentially huge economic effect, is gaining momentum and may finally be attainable, business and political leaders say. Arduous negotiations still lie ahead, but if technical hurdles can be overcome, supporters of a pact argue, it could rival the North American Free Trade Agreement in scale and be a cheap way to encourage growth between the European Union and the United States, which are already each other's biggest overseas trading partners. The verdict: "A fiscal shock of this nature would, in essence, wipe away a generation's worth of labor and growth, turning back the clock on our economy."     Who would have thought that jobs like metal-refining furnace operators and tenders would be making a comeback in the year 2012? But they are. Such jobs, done by folks who "operate or tend furnaces to melt and refine metal before casting or to produce specified types of steel," as defined by the Bureau of Labor Statistics, have increased 16 percent from 2010 to 2012 after declining 16 percent from 2007 to 2009.     The Bureau of Labor and Statistics reported a decline in the producer price index for steel mill products, which fell 1.9 percent in October and 8.5 percent over 12 months. Also, scrap prices have been increasing, and mills have come back with price increase announcements. Steel Market Intelligence, for example, expects to see higher long product prices, following the scrap increases, and we'd be hard-pressed to entirely disagree — especially by virtue of the steel price market likely having bottomed for 2012.     In September, 238,000 American jobs went unfilled, despite employers' best efforts. At the same time, unemployment was at 7.8 percent nationally. The manufacturing sector has long had trouble finding skilled applicants for its jobs. Around 48 percent of manufacturing companies are looking to hire. But 67 percent of manufacturing companies see a moderate to severe shortage of skilled workers, and last year, as many as 600,000 jobs went unfilled. More

    One upside to the mining downturn: you can get a 100-ton rock truck for a song. Peter Turner, who operates coal mines in Brisbane, Australia, was among the bargain hunters at an industrial equipment auction here recently and gladly spent nearly $1 million for three tractor-like machines made by Caterpillar. If purchased new, he would have spent near $3 million, he said. More
