Birds of a Feather … Advocate Together

As state legislatures wrap up sessions that often occur in the first quarter of the new year, we are struck by the truism that, "All gifted is local." Whether you're from California or North Carolina or any state in between, you have first-hand knowledge of this. You can see that when new regulations pass, or a newly elected state commissioner begins to act on promises her or she made to voters. The vigilance of state advocates has an impact on whether districts are held accountable for the growth of high ability learners, whether high school students can earn college credits, or if students who are identified as gifted actually receive services.

The good news is that almost every state has at least one association focused on gifted and talented learners. Click here for a list. Each state organization is different — both in the number of members and in the audience they support, whether it be teachers, administrators, or parents, or a combination. Their focus and their size most often reflects the amount of support for gifted services that exists in state law, state funding, and state policy. (Close to 40 percent of these state organizations has between 250 and 500 members.) According to a recent survey of our state affiliate members, 100 percent of those reporting offer an annual conference for members, parents, educators, administrators, and sometimes policy makers.

NAGC past president, Ann Robinson, was a featured guest on EduTalk Radio last week discussing NAGC's effort to raise administrators’ awareness of the needs of high-ability students, and providing targeted tools to help them make the connection between gifted education and other district and school initiatives such as 21st century skills and Response to Intervention.

"We asked administrators what they wanted to know about gifted, not what we thought they ought to know. The principals, superintendents, and gifted program administrators gave us some great advice," said Robinson. "They are the front-line decision makers, so they make it possible for teachers to thrive and therefore, children and adolescents in their classrooms to thrive."

The Learning Curve
Expanding the Conversation to include Science

The March 13 Webinar on Wednesday looks at ways that the regular mathematics and science curricula can be modified to provide more creativity, complexity, depth, and abstractness for students gifted in mathematics and science. This WOW is a precursor to an upcoming book authored by Cheryll M. Adams, Alicia Cotabish and Mary Cay Ricci, on strategies to implement the Next Generation Science Standards with gifted and advanced learners at all stages of development in K-12 schools. The upcoming book Using the Next Generation Science Standards with Gifted and Advanced Learners will share how educators can provide rigor within the new standards to allow students to demonstrate higher-level thinking, reasoning, problem solving, passion, and inventiveness in science. By doing so, students will develop the skills, habits of mind, and attitudes toward learning needed to reach high levels of competency and creative production in science fields.

Higher Ed Teacher Preparation Accreditation: Your Comments Sought

NAGC
The Council for the Accreditation of Educator Preparation (CAEP), which is the new organization created by the merger of two accreditors, NCATE and TEAC, is soliciting public comment on its draft standards that will apply to educator preparation institutions.

Developed by a Commission on Draft Standards and Performance Reporting whose membership included educator preparation providers, policy makers, researchers, and P-12 educators, the next generation of accreditation standards is based on evidence, continuous improvement, innovation, and clinical practice.

Districts Experiment with Partial Homeschooling for Gifted Students

Gifted children are the fastest-growing group to leave traditional institutions for homeschooling, according to Kathi Kearney of the Gifted Development Center. In many cases, she says, school districts can't afford the resources necessary to meet these students' highly individualized needs. Rather than losing these children altogether, some districts have become more flexible, allowing for partial homeschooling. The students attend school for part of the day and then learn at home or at a tutoring center or other approved site for the rest of the day.

House to Launch Nationwide Contest Encouraging Students
to Develop Mobile 'Apps'

The Hill
The House is expected to pass a resolution establishing a nationwide technology contest for students, which would initially encourage contestants to develop new "apps" for smartphones and tablets. The resolution from Rep. Candice Miller, R-Mich., is scheduled for consideration next week. It would create a contest run by the House of Representatives in which students from every congressional district would compete in the fields of science, technology, engineering and math, the so-called STEM fields.

In the face of rising costs for health benefits, special education and technology, many New Jersey gifted programs are being squeezed. Educators and business leaders say exceptionally intelligent students need to be challenged not only to fulfill their own promise but also to help America compete with powerhouses like China, India and Singapore. Indeed, private schools are filled with families who say their local public schools didn't do enough to attend to the needs of extremely bright children.

Idaho Senate Passes Early High School Graduation Bill
The Associated Press via The Idaho Statesman
More gifted Idaho high school students are one step closer to having an expedited path to one of the state's public universities under a bill approved by the Senate. The Senate signed off on a bipartisan bill that makes permanent a pilot program offering high-achieving students college scholarships equal to about $1,400 if they graduate early from high school. That bill will now move to the House.
