We look forward to welcoming you to Indianapolis! As Local Arrangements Co-Chairs we look forward to sharing Hoosier Hospitality with those of you attending the 2013 NAGC Convention. As of this writing, more than 900 Indiana educators are registered to attend. We are proud of the support for high-ability learners in our state.

Indiana continues to make progress with its services for high-ability learners. In 2007 the Indiana General Assembly passed a mandate requiring school corporations to identify and serve high-ability students, K-12. The strength of the mandate lies in the requirement for high-ability services to be provided in core content areas. To demonstrate this was not a mandate in name only, the General Assembly more than doubled the funding for these services. Although the mandate is only partially funded, the positive momentum is apparent with many schools corporations making progress in advancing their high-ability programs and services.

New National Report — Follow up on Excellence Gaps

In a follow up to the 2010 Mind the (Excellence) Gap! report, Dr. Jonathan Plucker at the University of Connecticut led an examination of state and national data that confirms the continuing underrepresentation of students from minority and low socio-economic backgrounds in the ranks of students who perform at the highest levels on state and national tests.

The report, Talent on the Sidelines: Excellence Gaps and America's Persistent Talent Underclass shows that the gap between white, relatively affluent students and their poorer, nonwhite classmates has widened over time.

"The current study should crush anyone's optimism about the country's success in developing academic talent," said Plucker, a professor in the Neag School of Education. "The data we explored for this report, along with a growing body of research, provide considerable evidence that America has a permanent talent underclass."

The report, which includes policy recommendations, also offers state-by-state information about student performance on both state and national assessments. In addition to the PDF of the report, individual state profiles are also available online.

New NAGC Position Papers
The NAGC Board of Directors has recently approved two position papers that members might want to use in their education and advocacy efforts. Mandated Services for Gifted and Talented Services is an update of an earlier position statement. The paper calls for gifted education services, including identification, educational programming and support services, and teacher training being mandated by legislation in all states and funded at appropriate levels.

The second paper, Ensuring Gifted Children with Disabilities Receive Appropriate Services: Call for Comprehensive Assessment, makes five recommendations to improve identification processes so that 2e students will be recognized and served as having both gifts and talents and disability(ies). The 2e paper is an example of the NAGC Board of Directors taking a position on a timely topic affecting gifted and talented learners. NAGC Governance Secretary Christine Nobbe is leading an effort to revise and update other position statements and develop positions on new topics.

An Interview with Editors Ann Robinson and Jennifer L. Jolly

Editor: Ann and Jennifer, you have a new book debuting at the NAGC Annual Conference in Indianapolis. The subtitle is intriguing, Illuminating Lives. What's the book about? Where did the idea come from?

Jennifer: The "Century" book is a conceptual history of gifted education told through the lives and work of 18 key figures in the field. In each chapter, authors place the life of the person in context and then analyze their contributions to the big ideas in our field. In between the chapters on individual thinkers, we provide an historical summary or a thematic analysis of the time periods in which the groups of individuals lived and worked.

Fostering STEM Vocabulary Development in ESL Students

With the implementation of the Common Core State Standards, content area literacy is a huge focus right now. The Common Core State Standards places development focus in the literacy of math and the literacy of in science and technical subjects in English language arts. Science, technology, Engineering and math (STEM) content areas are extremely technical and difficult for ESL students to understand. To meet the literacy objectives under the Common Core State Standards, ESL and content area teachers must work together to in teaching STEM content area vocabulary.
