NARFE scholarship competition opens Feb. 1
NARFE
The NARFE Scholarship Program, open to children, grandchildren and great-grandchildren of NARFE members, will run Feb. 1 through April 25. Applicants must be high school seniors planning to attend an accredited college in the fall/winter of 2014. The application is in the February issue of narfe magazine and will be available on the NARFE website as of Feb. 1 (go to www.narfe.org and click on the program graphic in the rotating display on the Home Page). Sixty $1,000 scholarships will be awarded. Winners will be notified in August. Question: My husband is retired from private industry and is collecting Social Security. I am, at age 66, currently employed under the Civil Service Retirement System. I understand that I cannot receive half of my husband's Social Security benefit when I retire due to the current law. Can I collect half of his Social Security while I am actively working?

Federal retirements up last year despite mid-year drop

The number of retiring federal employees rose last year, driven higher in part by a wave of U.S. Postal Service early-outs, according to Office of Personnel Management statistics. By summer, however, the volume of new pension claims had ebbed to a threshold below that of 2012, the figures show.

USPS ends pay freeze for nonunion employees

The Postal Service has ended a pay freeze for nonbargaining employees, giving them a 1 percent raise. The raise, which will go to supervisory, managerial, postmaster and all workers outside any collective bargaining agreement, went into effect Saturday, Jan. 25. Those workers have endured a three-year pay freeze.

OPM to RIF 300 workers from HR Solutions office

The Office of Personnel Management is laying off more than 300 employees from its Human Resources Solutions (HRS) office. OPM's Joseph Kennedy, the associate director of HRS, said in an email to Federal News Radio the reduction in force will be effective as of March 28 in order to deal with budget reductions.

Report: Federal telework surge could save $14 billion annually

The federal government could save roughly $14 billion annually if employees who are both interested and eligible to telework do so twice a week on average, according to new estimates. Global Workplace Analytics and the Telework Research Network recently released an update to its annual forecast for governmentwide telework savings. The updated forecast reflects data in the 2013 telework status report released by the Office of Personnel Management last month, and indicates potential savings of nearly $14 billion per year and a reduction in greenhouse gas emissions equivalent to planting 18 million trees.

Long-term care insurance, which can help pay for nursing home stays, has become very expensive, primarily because people are living longer. More recently, many state insurance regulators have allowed increases in premiums for existing policies to offset low insurance company interest earnings on their investments, caused largely, many argue, by the Fed's quantitative easing. The combination of rising costs and increasingly inadequate benefits should cause all of us to rethink the value of long-term care insurance.
