Use congressional recess to contact legislators
NARFE
Following passage of a stopgap funding measure or continuing resolution that provides funding to keep the federal government in operation through early December, Congress has recessed until Nov. 12. For NARFE activists, the recess translates to enormous potential for contacting legislators in their home districts/states.

"Because campaigns listen closely to voters," says NARFE President Joseph A. Beaudoin, "I urge all Association members to be active electors in the run-up to the midterm elections. If we use the resources in the Protect America's Heartbeat Toolkit, the election recess provides another opportunity for NARFE leaders and grass-roots activists to impact politics and policy for years to come."

Question: My husband recently died. I am currently employed under the Federal Employees Retirement System. My husband was a Civil Service Retirement System employee. We both have Thrift Savings Plan accounts. As a survivor, can I have his account rolled over into my account, rather than receive it as an annuity?

Congress staves off government shutdown ... for now
Government Executive
The Senate on Sept. 18 easily passed a short-term spending bill, clearing the way for the government to avoid a shutdown until at least mid-December. The Senate's passage by a vote of 73-22 follows the House approving Sept. 17 the $1.01 trillion stopgap measure, which funds agencies at their current spending levels through Dec. 11. The stopgap measure will now head to President Barack Obama, who has indicated he will sign it.

Bill revising federal sick-leave rules for disabled veterans advances
Federal Times
Service-disabled veterans who become federal employees would start their careers with paid sick leave available, under legislation passed unanimously by the House Oversight and Government Reform Committee Sept. 17. Currently, there is no special accommodation for such employees. The Wounded Warriors Federal Leave Act would give service-disabled veterans 104 hours starting out, instead of starting from zero and accruing more leave as federal employees currently do.

Obama to finally fill OPM deputy director role
Federal News Radio
President Barack Obama plans to nominate retired Navy Rear Adm. Earl Gay to be the deputy director of the Office of Personnel Management. If confirmed by the Senate, Gay's appointment would conclude one of the longest stretches in which a politically appointed position has been left open. OPM has been without a deputy director for more than three years. Gay would replace Christine Griffin, who left the agency in August 2011.

Why smart people take Social Security benefits early
The Motley Fool
Most self-described retirement experts will advise you to wait as long as possible before applying for Social Security benefits, but this isn't always the case. The argument in favor of waiting goes something like this: By holding out until full retirement at age 66, if not longer, you increase the chances of maximizing your cumulative lifetime benefits. By contrast, if you wait until you turn 70, which is the latest age at which you can claim benefits, then your benefits will be 32 percent larger than they would have been had you taken them at age 66.

Prediabetes, diabetes rates fuel national health crisis

Americans are getting fatter and older. These converging trends are putting the U.S. on the path to an alarming health crisis: Nearly half of adults have either prediabetes or diabetes, raising their risk of heart attacks, blindness, amputations and cancer. Federal health statistics show that 12.3 percent of Americans 20 and older have diabetes, either diagnosed or undiagnosed.
