Congressional leaders from both parties voiced fresh optimism Nov. 16 after meeting with newly re-elected President Barack Obama about avoiding year-end "fiscal cliff" tax increases and spending cuts that would hammer the middle class and risk plunging the economy into recession. House Speaker John Boehner of Ohio said Republicans are willing to consider increased revenue "as long as it is accompanied by spending cuts" as leaders in a divided government get to work on a possible deal after a fierce election campaign. Despite statements from the Obama administration that it is looking at reforming the six-decades-old General Schedule pay system for federal employees, outside experts see little chance of big changes to the system soon. Doris Hausser, a former senior policy adviser on pay at the Office of Personnel Management, said at a recent forum she is not hopeful that a compromise can be reached between critics and supporters of the current system. Postmaster General: Congress should tackle postal bill before 'fiscal cliff'

Postmaster General Patrick Donahoe urged lawmakers Nov. 15 to wrap up a postal reform bill before tackling the tax and spending issues that are expected to dominate the lame-duck session of Congress. Donahoe, speaking the same day USPS announced a record $15.9 billion loss for fiscal 2012, said that he believed the House and the Senate could quickly find common ground on the Postal Service.
