The mail industry in the United States now appears to be "too fragile" for the U.S. Postal Service to raise its postal rates by above-inflation amounts, U.S. Postmaster General Patrick Donahoe said recently. Speaking at the latest quarterly meeting of the U.S. Postal Serivce with its major customers and industry associations, Donahoe declared that the Postal Service is dropping its legal battle with regulators to force a 5.6 percent rate increase. The United States Postal Service published proposed revisions to the regulations for folder self mailers and other unenveloped pieces in the Aug. 15, Federal Register. The U.S. Postal Service has in the past published a number of proposals for revision to the rules for these types of mailpieces. These proposals have been based on a series of tests, conducted with the collaboration of the mailing industry, to help identify the characteristics of FSM's that are successfully sorted on automated letter processing equipment. In the FY2011 third quarter, the Postal Service reported growth in nearly all parcel and express products that equalled or exceeded industry growth rates. For comparison, United Parcel Service saw a 0.6 percent increase in its domestic volume in the same quarter and Fedex volume from March through May, 2011 grew 6.6 percent in the United States.
