Will LightSquared Heat Up Again?

Two vacancies on the Federal Communications Commission could re-open debate over the spectrum application of LightSquared. FCC chairman Julius Genachowski has stepped down and president Barack Obama has nominated Tom Wheeler as a new head. Commissioner Rob McDowell will step down. Also, the spectrum LightSquared is testing with NOAA could determine if there is interference with GPS.

State Legislatures Consider 'Drone' Bills
NSPS
Legislation limiting the use of unmanned aerial vehicles, or "drones," for activities including aerial photography, is proliferating in state legislatures. A bill has become law in Idaho that exempts mapping applications from the enacted limitations and prohibitions.

Comments Sought on a Nationwide Differential Global Positioning System

The U.S. Government is requesting public comments on the Nationwide Differential Global Positioning System. A Federal Register notice seeks comments from federal, state and local agencies, as well as other interested members of the public regarding current and future usage of the NDGPS, the need to retain the NDGPS, the impact if NDGPS signals were not available, alternatives to the NDGPS, and alternative uses for the existing NDGPS infrastructure.

2013 National Boy Scouts Jamboree and Other NSPS Scouting Activities

Since 1989, NSPS has taken the lead role in operating the Surveying Merit Badge booth during Boy Scouts of America's periodic Jamborees, and has been responsible for several re-writes of the manual that is used by Scouts to achieve that badge. NSPS will continue its role for the 2013 Jamboree. It is worth noting that the Surveying Merit Badge was among the original badges to be offered, and remains among the few badges that have existed continually since then.

The team of NSPS volunteers who will be participating during the upcoming Jamboree (July 15-24) is coming together well. The new team leader, Will Clark from the St. Louis area, has vast experience with the Surveying Merit Badge and scouting in general, having achieved Eagle Scout status as a youngster.

Several of the team members for 2013 participated in the last Jamboree, and their experience will be critical to the success this year. Former team leaders Thomas Brooks and Wayne Hebert have worked with Will and his team in preparing for the event. With the Jamboree location shifting from Fort A.P. Hill in Virginia to the Summit Bechtel Reserve in the New River Gorge in West Virginia, a number of local West Virginia surveyors have volunteered their time. In other Boy Scouts Merit Badge news, the South Central Chapter of Kansas Society of Land Surveyors participated in the E-13 Expedition Encampment in Hutchinson, Kan., April 19-21, offering the Surveying Merit Badge to 6,000 Scouts who attended. NSPS provided some promotional materials for this activity and expects to soon receive a full report.

NSPS Executive Director Curt Sumner was recently contacted by a member of the Boy Scouts of America, National Capital Area Council's STEM Committee, asking if NSPS has developed games and exercises to introduce Cub Scouts to surveying. Sumner is scheduling a meeting to further discuss NSPS participation with the Cub Scouts.

NSPS ABET Member Society Status Ratified

In October 2012, NSPS News and Views reported that the ABET Board of Directors approved the application from NSPS to assume the responsibilities formerly undertaken by ACSM. The application had been filed subsequent to the merger of ACSM into NSPS, which was finalized in August.

In a recent letter, ABET Executive Director Michael Milligan informed NSPS that the ratification of the ABET Board's action has been completed. NSPS will continue to enjoy the same privileges and responsibilities formally undertaken by ACSM, including serving as Lead Society for Surveying and Geomatics Programs in all three ABET Accreditation categories (EAC, ASAC, and ETAC).

NSPS has revamped the former ACSM CARE Committee, forming the new NSPS ABET Committee to be chaired by Jason Racette. Jason, with assistance from Steve Frank and Steve Johnson, is updating the Program Evaluator team roster to include new members and eliminate the names of those longer wishing to participate.

COFPAES QBS Contracting Workshop Takes Place Tuesday, May 14
NSPS
Council on Federal Procurement of Architecture & Engineering Services, of which NSPS is a member, will host a workshop on "Qualifications Based Selection (QBS) Contracting for A/E Services" next Tuesday, May 14, in Washington, D.C.

This class, to be taught by Bruce Ware, U.S. Army Corps of Engineers, will provide the elements of the acquisition of firms via the 40 USC 1101/10 USC 2855 and FAR part 36.6 QBS process, including surveying and mapping.

NSPS members receive a discount registration of $215. Persons involved in marketing, business development and contract administration are encouraged to participate in the workshop.

Senate to Begin Debate on Water Projects Bill

A bill to authorize water resources projects of the U.S. Army Corps of Engineers is expected to be considered by the U.S. Senate this week. S.601, which would create new demand for surveying and mapping for Corps personnel and private contractors, has hit a snag — opposition from the Obama Administration. The bill has bipartisan support in the Senate as a result of the work of Environment and public Works Committee Chairman Barbara Boxer, D-Calif., and Ranking Republican David Vitter, R-La.

NSPS Foundation Issues Semi-Annual Report

During the recent NSPS 2013 Spring Business Meetings, the NSPS Foundation, Inc., reported that scholarship applications are currently under review. The Foundation administers the NSPS and AAGS Scholarship Program which includes 12 scholarships funded by societies, corporations and individuals.

The Foundation also reported that nearly $20,000 was added to the Disaster Relief Fund as a result of donations solicited after Hurricane Sandy. To date, in excess of $17,000 has been granted to applicants affected by Sandy.

The NSPS Foundation is proud to have been able to provide this assistance and is hopeful that surveyors will continue to donate to help the Disaster Relief Fund continue to be able to offer assistance. All contributions are tax-deductible. We need your support — Click here to donate.
