Congress extends highway funding through July

The Senate joined the House and passed a two-month extension of highway funding by voice vote. The vote sends the stopgap highway bill to President Obama, who's expected to sign it before the May 31 deadline. The House and the Senate agreed to back a two-month extension of highway policy after top Republicans fell short in their efforts to find the approximately $11 billion needed to push the highway deadline back until the end of 2015. By passing the simple two-month deal, lawmakers didn't come up with any new monies for the Highway Trust Fund. The Transportation Department has said that, as long as highway policy was extended, the trust fund had enough money to last until the middle of this summer to take advantage of the construction, and surveying, field season.

Government report highlights airport funding streams for infrastructure priorities

A Government Accountability Office (GAO) report found that roughly 3,300 of the public-use airports across the United States have been determined by FAA to be significant to national air transportation. These airports are eligible to receive federal Airport Improvement Program (AIP) grants to help fund their capital development. The President's fiscal year 2016 budget proposal includes some possible changes to AIP and passenger facility charges (PFCs). The proposal seeks to lower the overall amount of AIP funding to $2.9 billion, but simultaneously increase the maximum allowable PFC. Airports' planned capital development costs for fiscal years 2015 through 2019 are estimated at $13 billion annually. Airports have several options for trying to align capital funding and the costs of planned development, including prioritizing projects, increasing airport-generated net income, and borrowing money to fund capital projects.

NSPS meets with Rep. Rob Woodall (R-GA)

NSPS lobbyist John "JB" Byrd met with Representative Rob Woodall (R-GA), who highlighted the importance of professional surveyors before a group of 10 other infrastructure and design-construction related groups and recognized Mr. Byrd as the NSPS representative before Congress. Representing Georgia's 7th Congressional District, Rep. Woodall not only serves on the House Committees on the Budget and Rules, but he is also a member of the House Committee on Transportation and Infrastructure Subcommittees on Aviation and Highways and Transit. These panels authorize and provide oversight of Highway, Aviation and other-related infrastructure projects.

NGS/NSPS Quarterly Briefings to include AAGS
NSPS
One result from the 2015 Spring NSPS/MAPPS conference, which included a NGS Summit on issues of interest to both surveyors and geodesists, is that the American Association for Geodetic Surveying (AAGS) is to begin participating in the ongoing quarterly update meetings which have for more than a year been attended by NGS staff and NSPS representatives. NSPS News & Views will recall that both NSPS and AAGS were member organizations of the former American Congress on Surveying and Mapping (ACSM) which has merged with NSPS. Although AAGS chose not to be a party to that merger, the association between AAGS and NSPS has remained strong, and the two organizations work closely together on issues of mutual interest. Obviously, both organizations are interested in the activities and initiatives of NGS.

2015 International Federation of Surveyors (FIG) Working Week — Sofia, Bulgaria

The 2015 FIG Working Week was held May 16-21 in Sofia, Bulgaria. Over 1,000 attendees from over 80 countries participated. The NSPS Delegation included Robert Foster (ACSM Past President and FIG Honorary President), Steven Nystrom (NewStream Companies), Daniel Roman (NGS), Kenneth Swindaman (LSAW), Neil Weston (NGS), John Hohol (NSPS Head of Delegation, President- FIG Foundation and FIG Honorary Member).

Some items directly related to NSPS included the establishment of a committee to nominate a date to establish and celebrate a Global Surveyor’s Day. This is from the joint proposal of NSPS and CLGE (European Council of Geodetic Surveyors) made by John Hohol at the XXV FIG Congress last year in Kuala Lumpur, Malaysia. The selection will be made at the 2016 FIG Working Week in Christchurch, New Zealand.

In addition, Steven Nystrom was appointed as Chair of FIG Commission 9 (Valuation and Management of Real Estate). Hanoi, Vietnam was selected as the venue for the 2019 FIG Working Week. Other venues already selected include the 2017 FIG Working Week in Helsinki, Finland and the XXVI FIG Congress in 2018 in Istanbul, Turkey.

A complete report with all the activities including the 10 FIG Commissions during the working week will follow.

Contract supports new tests of eLORAN as GPS, PNT backup

Exelis, UrsaNav, Inc., the Department of Homeland Security's Science and Technology Directorate, and the U.S. Coast Guard (USCG) have entered into a cooperative research and development agreement to test and demonstrate enhanced Loran service from former LORAN-C sites. These sites are the legacy ground-based radio navigation infrastructure of the decommissioned LORAN-C service that could be retained and upgraded to provide eLORAN low frequency service.

UN seminar on SatNav explored sharing, education
GPS World
A United Nations workshop held in Krasnoyarsk, Russia, May 18-22 focused on sharing GNSS in various countries, as well as training in GNSS technologies. The five-day workshop, organized jointly by the United Nations Office for Outer Space Affairs and the Russian Federal Space Agency, sought to address the use of GNSS for various applications that can provide sustainable social and economic benefits, in particular for developing countries.

To accomplish these goals, surveyors increasingly are discovering that not just one tool like, say, a total station can do all the field survey work necessary. Relying on one tool or technology can be dicey, after all, because it may prove totally inadequate for certain projects.
