NSPS Helps Plan Future NSDI

NSPS Government Affairs Consultant John "JB" Byrd participated in a June 19 leadership forum on a strategic plan for the future of the National Spatial Data Infrastructure. The session, hosted by the staff of the Federal Geographic Data Committee, sought comments on a draft on creating and sharing foundation layers of national geospatial data. Among the comments Mr. Byrd offered was that underground infrastructure location data should be added as a new layer for the NSDI, licensing and certification of professionals who are legally authorized or technically competent to collect certain data and perform value added services should be addressed in the draft, and that NSPS strongly opposes the classification of geospatial activities as part of "information technology" or "IT."

House Calls for DoD Cadastral GIS

The U.S. House of Representatives has approved H.R. 1960, the National Defense Authorization Act for fiscal year 2014. The bill was approved June 14 by a 315–108 vote. In the report of the House Committee on Armed Services accompanying the bill, Congress called for a Cadastral Geographic Information Systems Inventory of land and facilities owned by the Department of Defense. The language, requested by Rep. Robert Andrews (D-NJ) finds, "The Committee recognizes and supports the efforts of the Installations & Environment Business Enterprise Integration (I&E BEI) to modernize the parcel and land inventory or "cadastral" records to meet the challenges of the future. The work accomplished thus far to develop, modernize, and consolidate the Department's real property asset inventory should continue to be a high priority, particularly given that real property asset management continues to be a GAO High Risk activity (GAO-13-359T) and the Defense Department still cannot accurately account for its real property assets or the environmental liabilities thereon (GAO-13-271R). The Committee recommends that the Department I&E BEI work with other agencies within the federal government to develop a current, accurate, interoperable cadastral geographic information systems based inventory that eliminates duplicate and obsolete activities and contributes to the mantra of "map it once, use it many times."

FEMA Risk MAP Launches GIS Services for MSC and MIP

FEMA has announced the successful deployment of NEW Geographic Information System (GIS) services for the FEMA Map Service Center (MSC) and the FEMA Mapping Information Platform (MIP)! These updates and enhancements bring additional capabilities and greater ease-of-use for all users of these systems. Enhancements include:
  • Easier use of the Map Product Search, now incorporating a familiar Bing Map interface and more flexible search bar
  • Replacement of the outdated MapViewer-Web (e-z Print and e-z Identify) with an updated National Flood Hazard Layer (NFHL) service for viewing in Google Earth and display in the FEMA GeoPlatform
  • Improvement in the usability of the NFHL WMS service and its implementation in Google Earth
  • Updating of the NFHL to the 2012 FIRM Database schema
Plus, these improvements make additional services available to the public for the first time, including access to the National Flood Hazard Layer (NFHL) through REST and WFS services.

Our collective notion of privacy, whether via mobile or online interactions, took a giant hit a few weeks ago with the revelation of the lengths that the U.S. National Security Agency has gone to collect and analyze personal communications. The daily reports of user location that the NSA has collected from our telephone providers, among other records from other services, has caused grave global concern.

Benefits to the economy, consumers and businesses alike include: 3.5 billion liters of gasoline saved globally each year due to improved navigation; faster emergency services responses; as well as significant time savings, a more informed population through access to information on cities and places of interest, a more educated workforce, and increased business competition.
