USGS releases state 3DEP profiles

The U.S. Geological Survey (USGS) has begun to release state profiles for the 3D Elevation Program (3DEP). From flood mapping to aviation safety, from precision agriculture to infrastructure, 3DEP will provide enhanced national elevation data, largely collected via LIDAR. Among the recently released state profiles, check the following links: Idaho; Rhode Island; Virginia; Washington; and Wisconsin. NSPS provides input to NSDI plan

On August 26, NSPS government affairs representative John "JB" Byrd participated in a meeting of the Federal Geographic Data Committee (FGDC) to provide comments and feedback on the draft National Spatial Data Infrastructure (NSDI) strategic plan update. Last week, NSPS submitted formal comments on the Draft NSDI to the FGDC. The current version of the draft proposal may be found here. Byrd commented that the USGS 3DEP, NOAA Height Modernization and geodesy framework programs, and a national parcel system should be highlighted as critical framework layers, while repeating the call to have underground infrastructure/utility location data added as a new framework layer in the NSDI.

Editorial calls for FEMA flood program reform

The New York Times has printed an editorial commenting on a recent federal report on rebuilding after Hurricane Sandy, including recommendations on flood mapping, the future of FEMA flood insurance programs, development practices, and governmental permitting.

Wisconsin bill seeks lower contract approval threshold

A bill to lower the threshold for approvals of architecture, engineering and surveying contracts in Wisconsin has been introduced. Under current state law, before contracting for such services of more than $300,000, the DOT must conduct a uniform cost-benefit analysis. AB302 lowers that threshold to $25,000, which is the level prior to enactment of 2013 Wisconsin Act 20.

Indiana asset management bid request canceled

A request for price proposals for professional services related to bridge height, vertical clearance data, and related asset location and management services by the Indiana Department of Transportation has been withdrawn after an objection was filed by the Council on Federal Procurement of Architectural and Engineering Services (COFPAES), of which NSPS is a member organization. COFPAES indicated the solicitation was for professional surveying services, as defined by the Professional Surveyor Practice Act of Indiana, but did not require an Indiana professional surveyor. The request for pricing also violated the Indiana mini-Brooks Act, the federal Brooks Act, and the Federal Highway Act, all of which require qualifications based selection (QBS) for such contracts.

NSPS earns more national media attention

The NSPS effort to rescind the Labor Department’s ruling that survey technicians are “laborers and mechanics” subject to the ”prevailing wage” requirements of the Davis-Bacon Act continues to attract national attention. A report on the issue is included in the August edition of Labor Watch, a newsletter published by the Capital Research Center, a Washington, DC based watchdog group.

NCEES Leadership Election Results Announced

During its annual meeting in San Antonio, TX last week, NCEES held elections for Treasurer and President-Elect. Surveyors were elected to both positions. David Widmer, PLS (PA) followed his term as NCEES Treasurer by being elected President -Elect, and 2001 NSPS President Gary Thompson (NC) was elected NCEES Treasurer for a two-year term.

NSPS extends its most sincere congratulations to David and Gary for these accomplishments, and offers its assistance to them throughout their respective terms in service to NCEES.

NSPS Executive Director Curt Sumner, LS, made a presentation to the Surveyors Forum of the National Council of Examiners for Engineering and Surveying (NCEES) on the status of the NSPS 100% membership program; the need to maintain licensing laws that reflect today’s broad profession of surveying; and a partnership between COFPAES (of which NSPS is a member) and NCEES and its member-state licensing boards, to enforce licensing and qualifications based selection laws.

NSPS to participate in conference on exporting opportunities for US surveyors

Surveyors looking to win contracts and offer their services outside the United States can gain information and practical knowledge at a "Geospatial and Engineering International Conference — Entering and Expanding Global Business Opportunities," November 13-14, 2013 at the Westin Hotel in Alexandria, VA. NSPS will be a participating organization. NSPS members will qualify for a special registration discount.

The conference will enable firms to export their services, data and products to overseas clients. It will feature agencies and organizations that finance, procure, coordinate, and manage geospatial and engineering projects outside the United States with presentations on their programs, budgets, requirements, and procurement procedures. Galileo to miss another launch date as tests continue on FOC satellite

As engineers painstakingly work their way through tests of the first full operational capability Galileo satellite at the European Space Agency's European Space Research and Technology Center in Noordwijk, The Netherlands, European space sources admit that the new generation spacecraft's maiden voyage will not occur until Dec. 28, if then. Last week, ESA reported details of acoustic tests on the FOC conducted in the Large European Acoustic Facility, designed to recreate the roar of a rocket lifting off.
