NSPS Offers Nomination for Technical Mapping Advisory Council (TMAC)

A stipulation of the Biggert-Waters Flood Insurance Reform Act of 2012 (BW-12) is the establishment of a Technical Mapping Advisory Council (TMAC). The TMAC is to include members of the Federal Emergency Management Agency (FEMA), the Department of the Interior, the Department of Agriculture, the Department of Commerce for Oceans and Atmosphere, other federal agencies, state and local governments, and experts from private stakeholder groups.

NSPS is among the associations/organizations that have been invited to submit nominees to be considered for 2-year appointments to the TMAC.

NSPS Executive Director (on behalf of NSPS) has submitted the nomination of Wendy Lathrop, Past President of NSPS, and the representative for NSPS (and then ACSM) on the TMAC which was in place from 1996 to 2000.

Wendy's expertise in the issues to be considered by the TMAC, along with her prior similar service, make her extraordinarily qualified for this appointment.

OMB Offices Asked to Investigate Labor Department Davis-Bacon Ruling

Administrators of two key offices within the Office of Management and Budget were asked to investigate the process used by the Department of Labor to classify members of survey crews as "mechanics and laborers" under the Davis-Bacon Act. NSPS Executive Director Curt Sumner, LS, wrote Joe Jordan, Administrator of the office of Federal Procurement Policy (OFPP) and Howard Shelanski, Administrator of the Office of Information and Regulatory Affairs, requesting a review of whether the Labor Department's AAM212 was based on any study of its economic impact, regulatory burden, or public input and comment. Among the laws NSPS has asked the White House offices to review are the Administrative Procedures Act, Regulatory Flexibility Act, Paperwork Reduction Act, and Office of Federal Procurement Policy Act. NSPS asked the offices to rescind AAM 212 "unless and until a full review and public notice and comment is accomplished pursuant to the aforementioned provisions of law."

Water Projects Bill Begins to Flow in the House

A bill to authorize Corps of Engineers civil works water resource projects, the Water Resources Development Act, has been introduced in the U.S. House of Representatives. H.R. 3080 was introduced on September 11 by House Transportation and Infrastructure Committee Chairman Rep. Bill Shuster (R-PA) along with the committee's ranking Democrat, Rep. Nick Joe Rahall (D-WV), Water Resources Subcommittee Chairman Rep. Bob Gibbs (R-OH) and ranking Democrat Tim Bishop (D-NY). The bill is scheduled for mark-up in the Transportation and Infrastructure Committee on Thursday, September 19.

USDOT Seeks Input on Strategic Plan

The U.S. Department of Transportation invites the general public and stakeholders to offer comments on the Department's strategic plan strategic plan. Among the agencies within the department, all of which use or create a demand for surveying and mapping data and services and GIS, are the Federal Highway Administration, Federal Aviation Administration, Federal Transit Administration, Federal Railroad Administration, Pipelines and Hazardous Material Safety Administration and the Research and Innovative Technology Administration, among others.

NSPS Continues to Push for USGS 3DEP
NSPS
Building on success in securing funds in the House Interior Appropriations Subcommittee, NSPS has asked the counterpart Senate panel to fully fund President Obama's request for funding the national elevation program, known as 3DEP in the USGS. NSPS letters were sent to subcommittee chairman Senator Jack Reed (D-RI) and ranking Republican Senator Lisa Murkowski (R-AK).

Applications Requested for 2014 FIG Foundation Young Surveyors

The online application form is now available to apply for the 2014 FIG Foundation Young Surveyors Fellowships for the XXV FIG International Congress in Kuala Lumpur, Malaysia to be held 16-21 June, 2014.

A total of 8 fellowships will be awarded: one each to 6 regions (Africa, Asia, Europe, North America, Oceania and South America). An additional two fellowships will be awarded to young surveyors in developing countries. If you are a young surveyor 35 years old or younger you should apply!

GAO Report: More Research Needed to Determine GPS Program Changes

Air Force officials should get more cost and user information and determine how many GPS satellites they will support before making decisions about revamping the navigation system, the Government Accountability Office has told Congress. Although an Air Force report about program options was "a good starting point, more information on key cost drivers and cost estimates, and broader input from stakeholders would help guide future investment decisions," the GAO wrote.
