Surveying issues covered during NGAC meeting this week

This week, the National Geospatial Advisory Committee (NGAC) met by webinar as part of its quarterly schedule. The agenda contained a variety of topics covering opportunities for professional surveyors including updates by subcommittees highlighting education and the workforce, national address database, and privacy. NGAC is a Federal Advisory Committee sponsored by the Department of the Interior under the Federal Advisory Committee Act. This committee reports to the Chair of the Federal Geographic Data Committee (FGDC).

Congress seeks agency funding to avoid government shutdown

Congress is negotiating an agreement to keep the government running and fund federal programs for the balance of fiscal year 2015. The current "continuing resolution" expires December 11 and discussions are focused on another measure to combine appropriations bills through September 30, 2015. Are you confused by the process in Congress to set a budget, authorize programs and appropriate funds? The Congressional Research Service (CRS), an arm of the Library of Congress, issues reports for members of Congress, and many are available to the public. FAA nears rules for commercial UAS operations

The Federal Aviation Administration (FAA) is getting closer to the release of proposed rules on commercial operation of unmanned aerial systems (UAS), including those used for aerial surveying and mapping. FAA Administrator Michael Huerta continues to indicate the expected notice of proposed rulemaking (NRPM) will be issued before the end of 2014. The rule will outline regulatory requirements that will be imposed on operators.

Funding at risk as work on UAV standards falls behind

Efforts to set aviation standards for larger unmanned aerial vehicles have fallen behind schedule, threatening essential funding for related tests and possibly complicating an Air Force program that needs the standards to make technology choices. The schedule is slipping because initial estimates of the work involved in setting the standards for detect-and-avoid technology did not fully capture the complexity and extent of the effort necessary.

QGIS compared: GIS analysis

As mentioned in my other posts on visualization, cartography, QGIS is easy-to-install,integrates with OpenGeo Suite, and has reliable support offerings, making it a viable alternative to proprietary desktop GIS software such as Esri ArcGIS for Desktop. I showed that it works very well for visualizing most formats of spatial data and creating beautiful maps, but how well does it perform GIS analysis?

GLONASS-K1 satellite launched Nov. 30
GPS World
The second of two GLONASS-K1 satellites was launched from the snowy Plesetsk Cosmodrome on Nov. 30 at 21:52 UTC. It joins the first GLONASS-K1 satellite launched on Feb. 26, 2011. According to the Roscosmos Information-Analytical Centre, the satellite, with serial number 12, is to be known by its in-orbit name of GLONASS 702. It is destined for orbital slot 9 in Plane 2.
